Green key light blinking on dashboard

I have a Honda Element 03mod. When I try to start it the engine wont start, and when I turn the key back the green key symbol and engine light is flashing. The relay behing the glove compartment is clicking. And there is a clicking sound in under the engineblock somewhere. The Green key Flashing indicates an issue with the immobilizer of the vehicle. This could be a problem with the key being not programmed, or having lost its program.
