I run Challenging mostly. In my experience no. I've been farming Summit daily for 2+ weeks for the Memento and I still don't have one. In my opinion freeroam is the best place to farm exotics. Every activity after completing it can drop a exotic. The activities are very quick to complete thus giving you a lot of drop chances per hour.

It actually should drop from anywhere. Out of open world crates and off of control point bosses and such. Try running missions where targeted loot is backpacks or go into the summit and set your targeted loot to backpacks. You will eventually get 1. Open faction boxes. I have gotten like 20+ lol.
